I had a batch fail the 27/3 test so I rerun it with about 1/2 the original koh and methanol. Now it is 8 hours later and nothing has dropped. What did I do wrong?

Does it normally take longer to drop when it is a reprocess?

The details: origanal run was 75 gallon batch 16 gallon methanol 4100 grams koh.
second time: 8 gallon methanol and 1750 koh

alot of methanol! that is the reason it is taking longer to fallout. At least by the numbers. You have used about 30% total, and the SG of the gly is close to equal that of the bio. Take a sample and try a 5 % prewash. See if it will force seperation.

If your setup to demeth in your processor you could start to demeth your batch which will speed up the separation.
