However, this government did not include representatives from the Lao Issara anti-colonial armed nationalist movement.[7][8]

That would be because the Franco-Lao Treaty of Amity and Association recognized Laos as a fully independent and sovereign state under the control of the Royal Lao government.
There was no mention of power sharing with the Lao Issara anti-colonial armed nationalist movement.
Surely a Loyal Canadian subject would understand the Royal Prerogative. Wink
