Metal Cylinder in the Fuel Filter Bowl

Hey I was wondering if anyone had an answer to this mystery...

I have a 1996 Ford E350 7.3L Powerstroke engine set up as a two tank system with diesel and SVO.

In the place where the stock filter should be in the fuel filter bowl on the engine there is a metal cylindrical block with two shafts, one straight down, and another perpendicular from the side.

Any one have any ideas why this might have been put in and what function it might serve?

For reference, the SVO and the diesel tank each have their own filter on the frame.
