I'd try kerosene and BD, a pressure washer might be the only way to be sure there isn't more rust coming off though, that would be best.

ny radiator shop should be able to steam it clean. runs about $100 round here...

Thanks for your replies. We decided to use the tank for a settling tank instead of storage for finished fuel. I think we are going to run the oil I collected for the turk burner through it first. As a storage/settling tank, everything will go through the centrifuge so I am hoping the combination will be a workable solution. A knowledgable source I have locally said the only way to avoid rust is to buy a new tank and keep it full.
