It's a bypass-type oil filter - only a sidestream of the oil goes through it, the rest still goes through the stock full-flow oil filter (and most of those bypass when too restricted.) So, no, it wouldn't flow enough, probably, unless it was on a VW Tdi or something similarly miserly, fuel economy-wise.

For use as a bypass oil filter, the oil inlet has a restriction, to limit the oil flow thru the filter. In a fuel filter application, the restriction is drilled out to allow maximum flow thru the housing.

Whether you wish to rely on TP to ensure that your IP does not get trashed, or not, is up to you.
I recommend the installation of a 5-15 micron rated fuel filter after any TP fuel filter. It nothing goes wrong (channelling, paper disintegrations, etc) the filter will never need changing. If anything does go wrong, then you are safe, if you have the added filter after the TP filter.
